Ed Committee's 2/11 work session on LD 570

2:18pm: Ed Committee is discussing provisions to allow #MEschools units to withdraw from reorganized districts http://ow.ly/16qP9 #MElegis

2:53pm: EdCommittee moves to incorporate reorg withdrawal provisions into LD570 #MEschools. Commissioner doesn't object to the terms discussed.

2:57: Ed Committee now hearing details of "alternative pathways" to reorg negotiated between DoE & Dick Spencer representing E. Machias #MEschools

2:59: Regarding terms tweaking AOS rules, Commissioner says "We are all in agreement" ...and then repeats, for the effect. #MEschools

3:03: Fact is: DoE is acknowledging that something like this is the only way to advance reorganization now in noncompliant districts. #MEschools

3:33: Holding the "alternative pathways" now offer sufficient reog flexibility to #MEschools, EdComm is killing the other indiv corrective LDs

3:47: As DoE provided $3.8M for expenses of reorg, pleas from F'port & K'bunk reps for extra subsidies for RSUs have not swayed EdComm #MEschools

3:53: Rep Webster reports that F'port super says that DoE never explicitly promised to offset RSU5 reorg costs by bonus of redistributed penalties

4:11: Commissioner: Gov's budget change package will confirm that #MEschools may vote this year to discontinue budget validation referendum

4:47: Only other thing to be included in LD570 is a minor fix giving local option to set common terms elected #MEschools board members

4:52: EdComm hesitant to tweak law re #MEschools budget validation referendum. Issue feared to be "radioactive" putting LD570 at risk

5:01: Ed Committee just unanimously voted LD570 "Ought to Pass", followed by a few minor cheers in the committee room. #MEschools
