Analysis of results, by municipality, of reorganization repeal referendum

Town votes show twelve consolidated districts to be widely popular while four reorganizations appear to be troubled.

As with the previous county-by-county summary, a few summary details from the referendum results from 449 Maine municipalities may yield a sharp view of the school consolidation issue.

Not surprisingly, in the areas that are facing penalties a majority in 188 noncompliant towns voted to repeal the law.

On the other side, in areas which were exempt from consolidation a majority in 123 municipalities voted to preserve the law.

But in the 24 regions which have gone through mandated reorganization, the results are mixed.

A majority of voters in 90 reorganized towns opposed repeal, presumably because they are satisfied with their reorganized school system.

However, a majority in the other 35 reorganized towns now favor repeal, presumably because they are, to some degree, unhappy with their reorganized situation.

Of the state's 24 new reorganized districts, 12 may be considered fully successful in that they are supported by a majority of voters in each of their constituent towns.

The other 12 districts all have at least one municipality in which a majority of voters favored repeal.

Within this second group, four districts may be considered to be in distress with a majority of their constituent municipalities favoring repeal -- RSU 5 (Pownal, Durham, Freeport), RSU 12 (Wiscasset), RSU 24 (Ellsworth) and AOS 94 (Dexter).

Elsewhere, objecting to the law apparently in solidarity with other less fortunate towns, a majority of voters in 47 exempt municipalities also supported the law's repeal. Most of these towns won their own exemptions later in the reorganization process and were, at times, themselves potentially facing the penalties of noncompliance.

Last, a majority of voters in nine non-compliant municipalities -- Gilead, Camden, Rockport, Millinocket, Livermore Falls, Milford, Seboeis, Jay, and Winthrop -- opposed the repeal referendum. Whether this was due to a change in voters hearts about their previous reorganization plans or whether it reflects renewed energy for a different approach is hard to guess.

All together, while only 42% of the voters overall favored repealing the law, a majority of voters in 227 municipalities favored repeal and a majority in the other 222 municipalities opposed it -- giving the repeal effort a slight edge by acreage.
